Lawyer. Law Degree from the Universidad Pontificia Comillas (ICADE)

Carlos has developed his entire professional career in the area of ​​Public Law. After preparing oppositions to the scale of Lawyers of the Xunta de Galicia, in 2007 he joined the Department of Administrative Law and Urbanism of Garrigues in Vigo, where he remained until July 2013.

In September 2013 he joined CLEMS as head of the Public Law department.

His professional experience focus on administrative law in general, although it is worth mentioning his continued advice on urban planning matters, public function, administrative contracting and telecommunications. Likewise, he is and has been a lawyer in numerous proceedings before the contentious-administrative jurisdiction.

He is currently a doctoral student at the University of Vigo preparing a doctoral thesis on public procurement.

He has collaborated with the University of Vigo as a professor in the Master´s Degree in Urban Planning Law and the Environment.
